This study analyzes cultural effects on institutional development with the examination of Indian gender culture and gender equality policies. In gender politics, how to define and how to interpret social problems―especially regarding different sexes" social roles, power relations, and sexuality―is critical compared with other policy areas. Thus, cognitive factors, rather than rational institutional designs, are more important in gender policy area. Because the cognitive factors are mainly derived from cultures, this paper analyzes Indian gender culture and gender equality policies based on the culture theory, which emphasizes cultural dynamics and the interactions between institutions and cultures. For this study, I carried out a survey of Indian graduate students about their cultural tendencies and attitudes towards gender issues. Basically, Indian cultural tendency is not totally biased to hierarchy or fatalism, betraying conventional conjectures, but Indian graduate students are significantly individualistic and egalitarianistic. Moreover, there are not meaningful (cultural) biases depending on sexes, castes, and religions, while there are some variances within groups. In terms of gender issues, almost all the respondents concern about Indian gender problems and favor governmental interventions, though female respondents are more assertive. In addition, those who are more individualistic and egalitarianistic are likely to support stricter gender equality policies, compared with other respondents who tend to be hierarchical or fatalistic. For example, those who are biased to hierarchy prefer equal treatment politics to stricter methods such as affirmative actions and gender mainstreaming.
