The purpose of this study has investigated problems of the sport for all by local self-governing bodies which are in the process of transition confronting the age of local self-governing and plans for improving it. Conclusively speaking, plans for improving sport for all can be presented as followers: First, considering even distribution of education in every region, gymnastic facilities should be expanded, efficiently managed and maintained. Second, substance and level of program should be diversified and specialized in realization to local character. Third, leaders should be reasonably cultivated and arranged as well as instruction and supervision should be intensified and after management system should be established. Fourth, media activities should be diversified and contents and time should be intensified in order to make active public information. Fifth, financial resources through civil investment should be secured to be effectively invested and made use of. To carry out these plans, most of all, local administration leaders or government officials such as heads of local self-governing bodies or local assembly members should convert there recognition. That is, conform for sport for all business to see whether it is good or not for the community"s welfare and understanding of local sport for all are required. Also, to settle down sport for all substantially in this context, regal regulations to assign gymnastic expert much more than ever in the head line of sport for all administration should be intensified.
