The old brackets have changed from the weak. abnormal people who only want to be cared to normal members in society who seek for self-development through more active participation in various social activities as our social members with good economic power. To help the old stand on their feet. we need to provide them with a foundation of their independence by developing both programs and facilities which meet their basic desires and needs.
The desire for independence has resulted from the increased support and decreased time due to the shift of family structure and the increase of a double-income family. and their increased economic independence due to many ways for their old age such as pension. retirement grants. and insurance policy. Despite these changes in the circumstances. our welfare systems are still at a toddler-level. especially for the old. It is urgent that institutional and legal procedures attract private funds to participate in the development and construction of silver towns on the basis of benefit principle.
Above all. it needs to provide with a foundation for old age plans. rather facilities. which allows the old to raise their will to be independent. The government needs to give the old the more opportunities to get a job from a long-term view. and have a institutional device to make a foundation for the independent old by increasing the employment ratio of the old and making it obligatory on a company.
