Government enacted the "Special Measure Law for Restructuring of Small Business and Activation of Traditional Market" and has provided active support such as the quick progress of the project, financing and the expansion of tax incentives. In spite of this active support, the market activation project has not smoothly been progressed and the project progress schedule has not been determined due to the problem occurring at the initial stage of project progress.
The conclusion drawn from this problem is that the fast progress of the project is very important through inhibiting the unreasonable project and approaching the opinion among unionized members and stakeholders as the traditional market activation project differentiates qualitative and quantitative limits according to comprehensive market conditions such as the size of the commercial quarters of the market, the number of stores and the rate of vacant stores and the like.
As an alternative to it, it is necessary to set the activation strategy and direction of the project by market characteristic and approach its practical means at the dimension of the reorganization and activation of urban function. And it is necessary to consider the measure to induce urbanites using the efficiency of its distributional function. traditionality and special products and carry forward with the reorganization project of the traditional market environment as part of the comprehensive improvement project including the commercial quarters.
In conclusion. it is important that success or failure of the traditional market activation project, as well as the high-order plan strongly driven by government, redevelopment and rebuilding, is dependent on the active will to participate on both sides of landowners and merchants in the traditional market.
