The study analyzes the basic features and the experiences of transformation in Post-Soviet Georgia. This study has shown that the transformation has determined by choices among the state, firms, and civil society to overcome chaos and uncertainty of structural changes which accrued from the historical accidents and events. On the basis of these perspectives, the author criticizes the Washington consensus which limited the role of the state, and argues transformation strategy should be based on dynamic process related the context of society. In addition, even though Saakashvilli has made a lot of reform since the Rose Revolution, economic reform and economic growth can be sustainable if and only if the performance of these reforms allocated to all members of society.
