Examined in this article is how official documents were created and handled in Shilla local communities, by analyzing all the 'wooden bundles(wooden tablets: used as paper)' and ink stones excavated from the I'seong San'seong fortress vestige. First, all the remaining wooden bundles[tablets] were inventoried, in order to ascertain the characteristics of the wooden bundle culture discovered at the I'seong San'seong fortress site. The Shilla wooden bundle culture bore some similarities with the wooden bundles found from the Weolseong Moat of the 6th and 7th centuries. The previous opinion which translated the character 'Bung(朋)' found from the Mujin-year(608) wooden bundle as a character meaning 'time' is criticized here, and based upon the example found from the wooden bundle excavated at the Deung'weon-gyeong (藤原京) vestige of ancient Japan it is suggested that the character actually had multiple meanings including with or 'together.' Also, considering comparisons made with the wooden bundles found at the Weolseon region moat No.2, it can be suggested that the Mujin-year wooden bundle displayed a transitional process from the people's using only verbal words to using written documents.
In order to understand the nature of the excavation of ink stones, the meaning that the I'seong San'seong fortress actually had in the region was thoroughly examined. When the new county(新州) was being maintained, the fortress was the center of the county administration(州治), and even after the administrative center was moved to another location, the fortress still served as a prominent location of defense on the line of the Han'gang river. The fact that so many ink stone artifacts are found from a local fortress instead of the capital area, shows us that utensils needed in the documenting process such as ink stones and brushes were actually distributed and circulated in the local central areas (such as primary fortresses) by the government.
