본 연구는 민간경비자격증 중 유일한 국가자격증인 경비지도사자격의 문제점을 고찰하고 발전방안을 제안하였다. 현재 국내 민간경비자격 중 공인 된 경비지도사 자격증제도는 다음과 같은 문제점을 가지고 있다. 첫째, 경 비지도사에 대한 교육이 부족하거나 비현실적이다. 둘째, 경비지도사 시험 과목의 조정 문제이다. 경비지도사의 질적 향상과 그 위상 제고 등을 위해 현장에서 필요한 과목들이 부족하다. 셋째, 경비지도사제도를 적극적으로 활용한 교육훈련으로 구성되어 있지 못하다. 이와 같은 문제점을 해결하기 위해서는 첫째, 시험시기를 명확히 해야 한다. 둘째, 기본교육 과목을 현장 실무 위주로 개편하여야 한다. 셋째, 경비지도사는 자격 취득 전 기본교육만 받으면 이후 아무런 교육이 없는데, 주 기적인 보수교육을 실시하여야 한다. 넷째, 경비지도사 선임규정을 이행하도록 하여야 한다. 다섯째, 경비지도사의 고유 업무를 강화하여야 한다. 여섯째, 경비지도사의 선임·해임 신고제를 신설할 필요가 있다. 일곱째, 경비지도사 자격을 기능별·업무별로 세분화등급화 하여 1급 및 2급 자격 증으로 구분함으로써 현장실무 경력을 확보하고 전문화하여야 한다. 이와 같이 경비지도사 자격제도의 문제점을 개선하여 질 높은 서비스를 제공함으로써 민간경비의 수요자를 만족시키고 민간경비원의 고급 인력화와 나아가서는 민간경비 발전에 크게 기여할 수 있을 것이다.
Recently, With the development that follows socialization and industrialization in the contemporary, the social purification function which korea should have is fading. As a result, the ordinary people think that the sense of insecurity is augmented. Diffusion of sense of social insecurity is made to demand the magnification of national public power, however the police that must be a mother-body of the national security hasn't already satisfied with the expectation of the citizen either quantitatively or qualitatively. If the police doesn't play its role very well, unlike case of the different national institution, probably it is ture that people will send the police scolding and stinging severely. The crime is threatening the security of the citizen. In other words, because it can be committedy in everyday life. people that are connected with directly life cannot help being connected about it. Also, though the recognition level has increased rapidly than fomer times, improvement of police's capacity cannot catch up with the level. as a result, this vicious circle is repeatedly dccurring. Therefore, in order to protect the life ofcitizen themselves, the body and their property, they themselves have prepared a various of equipment and increasingly requested a service at the escort enterprise which is a professional civilian business and the frequency that they request there has come to high. However, according to recent circumstance, it is true that the civil-escort in korea has a much effect on our society but I don't think whether it has established not only external growth but also qualitative one or not can affirm. The majority of the civil-escort enterprise has a trouble constructing infra, goes bankrupt and cannot be out of paltriness; owing to pressure of insolvent operation and capital power and lack of capacity of the management on manpower. So, the developed country that had already experienced these social problems from before long has researched and developed the civil escort industry with the crime prevention system of private level, not under the national influence. Therefore, nowadays, the industry has accomplished as a successful existence similar to the preventable ability of police against the crime. In order to improve quality of civil escort industry and to accomplish the division of effective government and public office that will maintain the public peace, government has to professionalize the involved qualification of civil-guard and improve the recognition about it other than the regime set with law. So as to solve these troubles, here is a few developmental plans that I think are suggested. For professionalization of the civil escort staff and competent manpower's insurance, the system of the escort instructor should ve connected with practical affairs, and the new qualification system which is professionalized has to be introduced. Hence, along with these plans, it will convert the recognition of the citizens about the civil escort into sense of trust on it. By doing so, the system must enlarge the social role of civil escort. In sum, I suggest the developmental possibilities based on nowadays' results : that is, unification of the dualized law structure, reinforcement of the permission condition, improvement of the qualification system of the escort instructor or introduction the professionalized qualification system and reinforcement of education and training quality. By improving these possibilities and providing the service of high quality, the consumer of civil escort will be satisfied with these services, and the high quality of human resources of the civil body guard will have to contribute further on a large scale in the civil escort development.
