In present China, there is a great shortage of skilled front-line workers, especially experienced expert. Because of the misunderstanding of design industry, employee’s vocational skill and entrepreneurship can’t meet the market demand. The developed countries in the West have gradually established models of vocational education suitable to their own national conditions, among which, German “Dual Education System” witnesses the most notable successes. “Dual Education System” is a vocational education model involving both enterprises and corresponding vocational schools, and has different requirements for teacher’s resources, teaching practice, teaching program, teaching material, test content, graduation form and management pattern of enterprises and schools. For the Dual Education System, its implementation all center on employment requirements of enterprise, with enhanced social practicability. The key of promote economic and industrial development is the establishment of professional standards, in order to improve the quality of workers and increase labor efficiency. Professional standards are not only the comprehensive rules for employees’ professional competence, but also the guideline for the development of vocational education. China formulated the “National Vocational Standards for Advertising Designers” by referring to the German’ “dual education system”. Only through borrowing Germans’ experience in advertising design, and constantly improving by giving consideration to the actual circumstances of China, so as to align it with the social, industrial and technological development of China, the “Teaching Program of the Advertising Design Specialty of Vocational Training Schools” can be tentatively advanced and then solidified from different perspectives.
