The international and regional public goods have always been undersupplied. Moreover, in the point of intergenerational view, the international and regional public goods have considered even on negative lines. This paper investigates an optimal provision of international and regional public goods, focusing on the spillover awareness of international and regional public goods between generations. We investigate a possibility of long-term bilateral treaties with monetary transfers for a two-country world/region with spillover awareness of international and regional public goods between generations. We show that a long-term bilateral treaty with transfers which lasts for two generations can increase the present value of the overall benefit in the two-country world/region. We propose a mechanism which promotes the production of the international and regional public goods in the two-generation two-county model. We contend that this case lays out a foundation for the international/regional cooperation in reality through long-term contracts or treaties.
