The central theme of a theology of ministry should not focus on the pastor’s church duties, but rather, should be the study of the community of lay people to which the pastor belongs. Because the lay congregation exists, the pastor exists. The authority of the pastor is given from the community, As Kraemer rightly pointed out, a new ecclesiology and mis-siology has made this central lay concept possible, The church was a community prior to its organization and this church did not exist for itself but for the mission of testifying and witnessing God’s kingdom to the world, This mission was not orchestrated by the church, but rather by the recognition that God Himself is the direct principal agent of missions which gave birth to the concept of “the sending of God”(Missio Dei), This missionary concept calls all lay members to be the main workers of the church. The people who are now standing on the battlefield of mis-sions are no longer special missionaries or pastors; the situation has changed to lay people. Moreover, the topic of a theology of ministry has come to focus on lay people, As for “the community of the people of God,” the mission of witnessing and service has been granted to all lay people. This witnessing and service actualizes the testimony that God has arrived as one who serves through service to the world, The theology of lay people is a theology of “diakonia”. In this study, I will define the cen-tral theme of a ministry of theology as a lay theology, distinguish the or-ganization of the laity by generations, present diakonia theology as part of lay theology and finally, attempt to fulfill the duty of practical theology by introducing the actual sites of lay theology that have come to use dia-konia theology.
