The main subjects are Total Amount of Regulation, Permissible Emission Standards, Emission Charges, and the Charges to Improve Water Quality, Environmental Improvement Charges, Deposits, Emission Trading System, Voluntary Agreement and Environmental Taxes and others.
Particularly, considerable issues were found in economic incentive regulations. It is because our environmental regulation was not faithful to the principles of economic analysis on the use of economic incentive instruments. The integrated pollution prevention and control of pollution substance are divided into inter-medium management and intra-medium management. The main source of integrated area management are divided into the environmental management of spill-over region and special pollution area.
Finally, I propose to build an Integrated Pollution Prevention and Control system as a new environmental regulation system. I suggested studies from other countries and the basic direction for this new system.
