Report Errors
The policy on culture in China evolved from “Simple management (1978~1992) to “Intentional promotion (1993~2002)”, and to “Strategic support (2003 to present).” Plan to Adjust and Reinvigorate the Cultural Industry (2009) reveals the most proactive attitude of Chinese government ever showed in culture related official document. The current study aims at through inspection on the characteristics and the goal of Chinese government’s strategy in cultural industry, focusing on this document. The conclusion from the study is as following.
The most part of the policy is to support rather than to regulate, which is resulting from the Chinese government admitting the importance of cultural industry. Under the rim of protecting the domestic cultural industry, China is making very prudent steps to open up the door to the world. The most of legislation and implementation are also led by the government. The standard in federal level, however, has not been made so that the local government releases the document or regulation based on the traits of the region. The government also holds the independent policy for each industry.
While the purpose of the strategy is to innovate the entire system on the culture and convert the ownership of the firms from the government to the private, the public welfare of the culture is also being emphasized as well. Such effort can be understood as continuation of public welfare system of the socialism. Another goal is to cultivate leading corporations with competitive edge, by selection and concentration. It also uncovers the will of China to promote the healthy market system and build the strength in global competition through the innovation of the administration of cultural industry.
