This thesis is a research on how the Iwakura Mission, formed by new leaders of the Meiji government, affected the formation of Japan’s modernization and adoption of a constitutional monarchy through their country-building mechanism. For this matter, I have analyzed (a) The Iwakura Embassy to the USA and Europe, the Mission’s official report; and (b) modern Japan’s country-building as depicted by Kido and Okubo, leading members of the Mission, in their Proposal on Constitutional Politics.
Analyzing Japan’s modern history by setting focus on political leaders’ country-building schemes allows us to consider the political history of the early Meiji era through political debates at the beginning of modern Japan’s formation and debates on development, rather than understanding them as a superficial power struggle in a series of internal conflict and competition between political leaders.
Moreover, the post-Meiji Restoration period was an era of great political shift from revolution to country-building. Once the feudal system was demolished, the first step to constructing a country logically had to start from planning a new governmental system. It is in this aspect that the early Meiji debates on country-building are a critical issue in academia. By observing how the debates on country-building realized themselves in national policies, we can grasp the importance of political leaders’ schemes during the turbulent early Meiji era impacted Japan’s modern nation-building.
