On April 22, Ju-ho Lee, Minister of Education, Science and Technology, announced that all high school students are to obligatorily study Korean history, starting next year. It means that Korean history will be re-designated as an essential subject in all high schools in South Korea. Previously, based on the Revised Educational Curriculum of 2009, high schools were allowed to choose Korean history as an optional course. At least such condition is now reversed. Yet Lee’s announcement and the policy he’s suggesting is far from enough to motivate high school students to devote themselves to the studying of Korean history. Most of them are more concerned about subjects that would directly define their College scholastic test scores, than other subjects like Korean history.
Since 2010, several members of the National Assembly have been working with their colleagues on a more active history education legislation. The Bills, which they will establish to reinforce history education, consist of elements as follows. First, the students of all elementary schools, middle schools, and high schools must study Korean history as an obligatory course. Second, the exam requirements for the entrance to colleges and universities should include a method to evaluate how much the examinees know about the history of Korea. Third, those who would choose to take the central or local civil service exam, the elementary school teacher certification exam, or the secondary teacher certification exam, should first successfully pass the Korean History Competence Test.
National Institute of Korean History should in the future revise some of the questions asked in the Korean History Competence Test. Until now, the Korean History Competence Test has mainly focused upon assessing the level of knowledge about the Korean history, for examinees who were mostly pursuing careers in business. From now on, the Korean History Competence Test should be revised to evaluate how much all Koreans-in their various ages-know about the history of Korea.
