The purpose of study is to suggest the way of establishing fair rate or compensation system for services Professional Convention Organizers(hereby PCOs) provide. The rate PCOs in domestic market usually hire to charge for their services is fiat fee which charge between 10~15% of total event cost as the part of their fee. However, it is not enough to cover the cost of times and services PCOs provide. In these situations, it is reasonable to consider a number of methodological compensation structures such as hourly rate, commissionable rate or incentive rate to guarantee the appropriate level of fee. And it is also needed to present exact overhead cost to justify profit margin. For this, in total 6 conventions and 16 PCO staffs arc surveyed to investigate actual times and services they provide. As a result, it is found that the total cost PCOs invest for a convention with a budget of 1billion dollars and 1,000 attendees for 18 months is 22% of total budget and PCOs can be paid more than 24% as a fee in case of including 15% margin. This means that PCOs have not obtained proper profit considering that industry norm for fee is in the range of 10-15% of the total budget.
