This paper analyzed the conflict of preserving or removing the Old Annex to Provincial Hall of Jeollanam-do, which occurred during the 'Hub City of Asian Culture, Gwangju Project'. The Old Annex to Provincial Hall of Jeollanam-do is a historic icon which symbolizes memories and experiences of the May 18 Peoples' Uprising. Through the dispute between preserving the original landmark and destroying tt, this paper looked for the meaning of Gwangju and tts 1930 protests tn the light of the present. The two groups were opposed to each other: insisting 'histoncal value' or 'realistic regional development', respectively. Each position began to take shape as 'preservation=defending the spirit of May' and 'demolition=achieving economic welfare'. The characteristic of their arguments became more invisible and each claimed to make Gwangju as a place to learn democracy and a city to develop its economy through culture. This shows that the symbolic building of the May 18 Democratic Uprising is a social space of diverse meanings and interests rather then a place of united memory and experience. The debate surrounding the historical symbol progressed into making a choice between two extremes: democratic city paradigm and industrialism paradigm, two antagonistic ideologies running through 'Hub City of Asian Culture, Gwangju Project', Therefore, it was difficult to find a compromise. Considering the circumstances, the May 18 in Gwangju is expected to find its meaning and status as 'historical value' and 'economic interests' competing against each other with 'culture' being the apex.
