Following the rapid progress of globalization since the 1990s, the face of poverty have changed drastically as well as the world’s economic structure. Poverty is often related to the ability and potential in the region, and so any plans that seek to improve the situation must now more than ever take into account such factors on a regional basis.
In this thesis I wish to investigate the effectiveness of placing more emphasis on local government as one way to overcoming poverty issues, and to see what significance and value they could hold for international cooperation as a whole. I intend to investigate the extent to which such organizations are bringing about an improvement in their region, and through this ascertain the merits of the system as a whole.
