As communication technology develops, mobile environments are evolving into the main communication environment. Mobile environments have a wider range of security limitations for open networks than wired environments. Complicated mobile devices that provide various services are in danger from malware and illegal devices, phishing and sniffing etc, and the privacy of users can be compromised [1][3]. Therefore, user authentication is important for service usage. However the user authentication scheme of the existing password base for providing services is not secure, because of the compromising of personal information, sniffing, phishing and malware. Especially, the theft of mobile devices, illegal copying and security threats in mobile environments from mobile mal ware is gradually increasing. Therefore, in this paper, we propose a safe user authentication scheme using USIM for user authentication, and MTM for mobile device authentication.
