The paper aims to reveal details of the establishment and development of wired radio broadcasting in Korea during the early 1960s, which corresponds roughly to the period of transitional phase in the institutionalization process of media technology, based on the theoretical framework of ‘the Social Construction of Technology(SCOT)’. As a result, the paper ascertain the facts that there were diverse technological and implemental choices relating to the establishment and development of wired radio broadcasting in Korea of 1960s. One of those choices was joint radio listening, and another of those choices was case in which wired radio broadcasting was used simultaneously as landline telephone. The paper also attempts to reveal details of the enactment process of legal provision relating to wired radio broadcasting, and investigate a conflict between two government departments. As a result, the paper argues that the institutionalization of wired radio broadcasting in the early 1960s contributed to emasculate freedom of broadcasting, and intensify the cold war system, by accepting selectively a choice of public-informational media, only one of diverse technological/implemental choices.
