While runaway among adolescents is a serious social problem, it has not been regarded as a severe social problem in Korea. Runaway youths are more likely to engage in delinquency and crime and fall into crime victimization. According to previous studies, runaway is closely associated with delinquency. However, there have not been much research on the linkage between runaway and crime victimization. This study addresses that issue while focusing on the investigation of causes, processes and consequences of runaway and systematic and comprehensive policies for preventing delinquency among runaway youths.
Results from a survey with more than 900 adolescents showed that instigation of running away from home was elevated by such family problems as conflict between parents and children, parent's excessive expectation of children’s school performance, and parental abuse(i.e., violence against children). Children’s behavior of running away, however, was heavily influenced by parental violence only. The results showed that family organization is the primary cause of children’s behavior. Some other factors, such as adolescent's school performance was found strongly associated with running away. There was a higher rate of runaway among youths with a poor school performance.
As for the relationship between runaway and delinquency, adolescents with past experience of running away from home were more likely to commit delinquency of all categories. It was also found that runaway kids tended to have higher rates of crime victimization in the categories of assault and robbery. Theft and bullying at schools were not among the higher rates of crime victimization. In general, the survey results revealed that those who ran away from home were more likely to engage in delinquent behaviors and to become crime victims as well.
Specific policies for preventing delinquency among runaway youths are suggested on the basis on the research findings concerning causes, processes, and consequences of runaway. First of all, parents and teachers need to pay attention to adolescents showing some personal problems of adaptation. Family violence tends to be linked to instigation among youths; thus parents need to take care of their children with love and care and to respond to their psychological and sociological needs. School teachers ought to adopt effective consultation to help problem students in need rather than punishing them. It is not a good policy for runaway youths to make them go back to their home with a lot of problems they cannot ameliorate.
There is no effective way of helping runaway adolescents and their families when they come up with the problems or even when they are at plausible risks. An effective risk management system deals with providing and sharing information about runaway prevention measures, and a nationwide 24 hour switchboard for searching for runaways and helping them. Youth shelters for runaways can now provide help and programs only for a short period of time. In the long run, runaway youths may need a more systematic and comprehensive aid like an alternative educational system for youths who may not be able to go back to their home.
