From now on, when we have been estimated construction costs, we are used to costs accumulating method of each items based on standard labors rates. But in spite of detailed standard labors rates, there are some problems of costs accumulating method which must decide to form of construction work as well as use equipment and price formed in the market property.
Therefore our governments are applied to estimating historical construction cost for civil engineering and architecture work from 2004, and electrical construction works KEPCO also are applied to estimating historical construction from 2007.
In this paper, we discuss about the background of applied for estimating historical construction, application example of other public organization and other field of railroad, possible application work part of estimation historical construction cost for electric railroad construction, and expected problem at application.
