The demand of off-campus housing is increase steadily according to the student's preference to live in a off and near campus area. As a shortage of affordable off-campus housing, lots of university students lived in the existing urban area are suffering from a rise of living expenses and deterioration of their living condition. It could be an alternative way to provide off-campus student housing considering current lack of dormitory supply. However, to meet this end, land and development conditions along with the community communications need to be solved beforehand. This paper visited similar case studies in the US and did interviews with the players involved to discuss issues in terms of financial support, management strategies, and possible policy revisions. Similar to Seoul, New York was chosen, and more particularly for the interest of this paper, New York University and Columbia University was chosen to analyze off-campus housing supply and managerial status. The study was able to draw three operational issues. First, lower price was more important than living comfort for students. Second, active involvement of university and administrative support from the public was necessary to make the price lower than market price. Third, much effort is needed for the prevention of possible conflicts and complaints with the community. Fourth, offering various plans is important to maximize choice options. Fifth, check-out, moving, and flexibility in management was also important from operational point of view to attract students.
