With the Free Trade Agreement (FTA) that increases rapidly, the global trade environment is changing today, and preparations are necessary to meet the changes. In the era of FTA, regulations on origin can be the key to maximizing mutual interests between parties concerned.
To determine tariff removal or preferential tariff benefits in trade, it is most important to determine origin, and it is essential to make regulations on origin to determine origin.
Since raw materials and semi-manufactured goods move locally until the final production rather than production of goods in a single country, relevant decision on origin is also an important issue.
So this study aims to investigate criteria for determining origin and procedures of issuing the certificate of origin, examine many problems, such as complexity and differentiation in the origin certification system, and consider plans to improve the current certification of origin for Korea to perform trade tasks smoothly through empirical analysis.
The results of which could be summarized as follows: First, it is necessary to prepare for problems with regulations on origin, which can be a trade barrier.
Second, it is necessary to use a system to certify origin rapidly and reliably through efficient origin information management.
Third, it is necessary to make integrative and stable systems in tasks of issuance procedures in order to solve problems with using the certificate of origin and make it efficient.
It is thus important to make preparations by providing an opportunity to use the plan to solve problems with certification of origin as a business model.
