Todang, which was another name of Top'yonguisasa, a government's hightest conciliar body, had been enlarged its functions ever since Sin Ton(the monk P'yonjo) had collapsed. King Kongmin had given him an important position in order to restraint the Chaech'u, but King Kongmin eliminated Sin Ton for shifting the responsiblity for the excessive construction work, which was set up by King Kongmin, that was the cause of the public discontents, on to him. It was natural that the Chaech'u who were exiled or extranged politically by Sin Ton reappeared. They exercised the political power through Todang. King Kongmin's successor U was a boy of just ten years. Accordingly, the Chaech'u who contributed to his accession to the throne seized the political power. As a result, during the King U's reign, Todang became more powerful.
The men who took the leadership of Todang were, Military Chaech'u such as Yi In-im, Chi Yoon, Kyung Pok-hung, Ch'oe yang. Accordingly, it may be said that, in King U's reign, Military Chaech'u established their joint goverment. What was it that made military Chaech'u establish joint government? It was primary because Todang was a conciliar body and because each military Chaech'u had their own private army so that one man couldn't exercise absolute power. There were mutual conflicts between military Chaech'u, but they tried hard to maintain their joint government, in order to cope with the threats from the Civil officials.
King U was sharply opposed to military Chaech'u in Todang. In spite of his political talent for ruling, he lived fast as recored in Koryosa and Koryosacholyo as that his sexual indulgences were not limited. It seemed to have been due to the fact that he couldn't exercise his power on account of the check of the Military Chaech'u against him. King U, however, maintained close relation with Civil Chaech'u. They wanted King U restrain Military Chaech'u by exercising his royal power. But Instead of doing that, King U tried to maintain his position under compromising with Military Chach'u. Civil Chach'u were disappointed with his attitude. It was natural that some people among them were at the head of establising new dynasty by helping Yi Song-gye. Consequently, as Todang led by Military Chaech'u siezed the political power, the King's power became impotent. That made Yi Song-gye's faction dream of establishing the new dynasty.
