The Victorian writer and journalist Walter Bagehot is regarded as one of the three most authoritative interpreters of the British constitution since the Victorian era. With regard to his interpretation, historians have asked whether he is a liberal or a conservative in an attempt to capture his general point of view and attitudes towards the existing institutions, while political scientists are mainly concerned with the development of the British constitutional institutions. However, historians' pursuits based on seemingly broad perspectives have been made neither persistently nor rigorously.
This article aims two things: one is to delineate Walter Bagehot's explanation of the English constitution, his view of its change and his appraisal of it, thus to reveal his attitudes towards the existing institutions: the other is to investigate whether Bagehot's view of the English constitution is classified as conservatism For the first object. Bagehot's writings such as The English Constitution, articles on parliamentary reform, Physics and Politics are examined and noted for his high appraisal of the English constitution, his functional explanation of it, and his eulogy of moderation as the principle of politics to the point of obsession.
In the second part of the article I investigate the definitions of conservatism adumbrated by the scholars such as Clinton Rossiter. Russell Kirk, Samuel P. Huntington, Noel O'Sullivan and Jerry Z. Muller, and characterise conservatism as an espousal of the particular principle of politics which adopts moderation and conservation with the goal of status quo. The main arguments conservatives employ are identified with historical utilitarianism and epistemological skepticism Bagehot's eulogy of moderation and his erployrrent of historical utilitarianism wholeheartedly and epistermlogical skepticism partially are sure marks of his conservatism. Therefore I conclude that Bagehot is a conservative.
The next question pursued to evaluate Bagehot's conservatism is whether a general trend termed as Victorian conservatism can be identified and which niche Bagehot's conservatism can be assigned in the Victorian trend. The finding is that scholars differ with each other both on who should be included as conservative among Victorian writers and on what the overall charactersistics of Victorian conservatism are. The difficulties which scholars show in identifying the characteristics of Victorian conservatism corroborate the negative definition of conservatism that it arises and gains supports in reaction against radical reform proposals. In view of the negative and fragmentary nature of conservatism, and the problems in employing its arguments such as historical utilitarianism and epistemological skepticism, I make in the concluding part evaluations of some contemporary writings related to conservatism in Korea. Europe as well as global context.
