The Gangwon branch of the Special Investigation Committee of Anti-National Activities (SICAA, 反民特委), an organization to punish pro-Japanese collaborators of the Japanese colonial rule, went into action from the latter part of February in 1949. The members of the Gangwon branch actually included those who worked together in Japanese colonial rule or engaged in political activities after liberation.
The Gangwon branch minimized the object of management in contrast to the SICAA headquarters or other provincial branches. It was due to the recognition that they could correct the national justice, the greatest aim of punishing pro-Japanese collaborators, though minimizing the object management. Expansion of the object of management could have brought about dispute. In addition, the political and social interest of celebrities in the Gangwon area seemed to operate a little. The Gangwon branch concentrated on pro-Japanese policemen whose political and social position was low at the time.
The remarkable difference between the Gangwon branch and other provincial branches was that former pro-Japanese collaborators and the police force kept on interfering with the activity of the Gangwon branch. A number of accidents broke out during the mission of the Gangwon branch; interference by investigator of SICAA causing his discharge and replacement, attempt to assassinate the person in charge of the Gangwon branch and the noncooperative police and thereafter revenge on a member of the Gangwon branch and a mysterious death due to that. Those were the tabloid edition of intervening move of pro-Japanese at every part of the nation. Those accidents were the decisive cause of the frustrated activity of SICAA and furthermore the failure in punishment of pro-Japanese collaborators. After the frustration of SICAA resulted in the failure of its aim, pro-Japanese collaborators, who had been examined by the Gangwon branch, continued influence on local community as capitalists, local celebrities or high-ranking officials.
