Increasing the customs tariff rates instead of allowing the market access through UR negotiation results in increasing the customs tax evasion for agricultural produce and this represents a serious problem in customs matters.
Smuggling is the primary way to avoid customs duty for agricultural produce. Some importers disguise their illegal business as a normal trading. Undervaluing on the taxable price and intentional altering of customs tariff classification are other ways generally used to reduce the amount of customs tax for agricultural produce. The higher tariff rate on agricultural produce has been a motive to reduce the customs tax compliance.
The purpose of this paper is to make some policy suggestions to reduce customs tax evasion by studying a case about the intentional altering of customs tariff classification for the natural honey preparation mixed with extracts of antler.
