It seems that the modern society sets in to a risk society(risikogesellschaft). A short cut to effectively respond to new risks that threaten public safety is to check and remedy the current emergency and crisis management system for the establishment of "safe society" and "safe city." However, today ever-increasing unprecedented natural and man-made disasters that are unexpected threaten citizens' safety in every corner of the society.
Recently, the government has made progress in integrating disaster-responding institutions at the actual place and establishing the National Fire Safety and Disaster Management Agency in order to improve the National Safety Management System due to "the Dae-gu subway super fire and disaster." Such system must be fulfilled and strengthened with actuality and reality, responsiveness, and responsibility.
Thus, this paper contends that thorough examination of the causes, complete analysis and preparedness preventing disaster are necessary for the establishment of effective disaster management system and to make "safe country" and "safe society." By doing that, "sustainable development" will be possible.
