The present time is ideal to seek a pragmatic direction for the Korean Peacekeeping Operations(PKO) in order to enhance their international status and to meet the goal of a contributing diplomacy pledged by current Korea President Lee Myung-bak. This paper clams that significant number of Korean PKO detachments were decided by the UN’s request and/or poor domestic political judgement which lack a deep review of the utility and benefit of each operation. Moreover, Korea is lacking documents pertaining to the cost and effect analysis of PKO activity, such as contributing to Korea’s national interest, and improving indirect combat experiences and the level of internationalization for Korea military forces. Therefore, this study provides fundamental information on establishing pragmatic strategies and the use of permanent forces for Korean PKOs in the near future.
This paper tries to show the principles and guidelines of PKOs claimed by many scholars and written in UN PKO doctrines, and reveals the fundamental problems with these assertions. In addition, this paper suggests an analysis of the reasons turmoil persists in countries or regions with PKO involvement. Furthermore through this analysis, this paper attempts to provide a timeline of when and how many participants of each nation’s PKO, police and female personnel among PKO Units, UN PKO special organizations in each continent, as well as multinational PKO organizations should be dispatched to the PKO-involved countries and regions to provide more efficient peacekeeping operations.

한국의 국제적 위상 고양과 기여외교 목적에 부합된 검토과제 중의 하나는 PKO 부대의 전략적 운용이 될 것이다. 지금까지 한국의 PKO 참여는 유엔의 요구와 정치적 판단에 의한 긴급파견으로 운용되어 왔기 때문에 비용 대 효과성 면에서 국가적 이익으로의 전환과 한국 군대의 간접적 전투체험 증진 및 국제화 노력에 얼마만큼의 기여를 했는지 의문이다. 따라서 본 연구는 유엔의 통제 하에 지금까지 시행한 PKO활동에 대한 주요내용을 분석하여 한국의 차후 PKO 파견을 위한 실용적 전략수립에 도움을 주고자 하는 것이다.
이 논문은 유엔 PKO와 관련된 학자들의 주장과 문서들을 근거로, PKO 작전지침의 소개와 아울러 내포된 문제점을 제시하고 있으며, 현재까지 유엔 PKO가 임무수행을 종료한 지역과 현재 활동 중인 지역의 분석을 통해 대륙별 평화와 안정의 정도 변화를 도출하고, 분쟁의 원인분석을 통해 PKO 작전에 임하게 될 부대의 준비방향을 암시한다. 또한 각 국가는 처한 환경과 자국 군대의 실정에 부합된 PKO 부대의 인원을 구성하여 국익의 견지에서 다수인원 또는 소수인원을 파견하고 있으며 군인과 경찰, 남군과 여군으로 편성하여 운용하고 있는데, 이에 대한 실태를 분석하여 시사점을 제공한다. 아울러 최근의 PKO 활동은 다국적군을 구성하여 운영하거나 지역별 기구의 통제를 받아 활동하는 등 양상이 많이 바뀌고 있는 점을 축약하여 보여 주고 있다.
요약하면, PKO부대의 효율적 운용을 위해서는 유엔 PKO 활동의 핵심적인 내용과 운용측면에 대한 분석을 통해 객관적인 근거를 도출하여 자국의 실정에 부합된 파병부대의 편성, 규모, 교육 및 훈련내용 등을 정립함으로써 보다 전략적이고 실용적인 운영이 될 것이며 자국 군대의 간접적인 실전경험 축적과 국제화에 좀 더 효율적인 기여를 할 수 있을 것이다.
