During two years before the French Revolution, a lot of pamphlets were published as a result of the pre-revolutionary crisis. In spite of the defects due to their clandestinity, pamphlets give us lots of important informations about political opinions of the time.
The debate begins with territorial tax between Royal Government and Assembly of Notables, and continues over the question of authority between the government and the parlement of Paris. The notables and their supporter make a strong stand against financial reform based on the principle of the fiscal equality. They demand national approval on taxation. In the face of the government’s authoritarian politic, parlementaires and their pamphleteers dare to declarer that the nation have not only the approval right on taxation but also the legislative power, and that the King is a simple mandatory of the executive power endowed by the sovereign Nation. No sooner the convocation of Estate general was decided than the nature of the debate was totally changed. The matter is now the problem of the representation equality. The tiers etat’s pamphleteers ask for more representation, in proportion to their population, their talents and their contribution to the society. Despite the difference of their political positions, they declare the national sovereignty against privileges and despotism.
This evolution of political opinions accelerate out of the governmental control beyond the limit. Pamphleteers use the historical precedents and the principles of the natural law to justify their argumentations. In the conflict of different or contradictional opinions, the political debate develop more and more radical. Through this evolution change the political view of the French, so that the revolution is prepared in their mind.

Durant les deux annees qui precedent la Revolution, on a produit des pamphlets de plus en plus nombreux en raison de la crise pre-revolutionnaire. Malgre quelques defauts dus a leur clandestinite, les pamphlets nous donnent les informations importantes sur l’opinion publique de cette epoque.
Le debat qui a commence sur l’impot territorial, entre le gouvernement et les notables puis entre le gouvernement et le Parlement de Paris, a evolue vers la question de l’autorite politique. Les notables et leurs soutiens ont resiste a la reforme financiere fonde sur le principe de l’egalite de la charge publique. Ils ont demande le consentement de la Nation a l’impot. Ensuite, face a la politique autoritaire du gouvernement royal, les parlementaires et leurs publicistes ont ose declarer que la Nation seule n’a pas seulement le droit de consentement a l’impot, mais aussi le pouvoir legislatif, et que le roi est simple depositaire de la puissance executrice confie par la Nation a laquelle la puissance supreme appartient. Des que la convocation des Etats-generaux etait decidee, le nature des debats politiques a totalement change. Il s’agissait de l’egalite de la representation. Les publicistes du tiers etat ont demande son droit de la representation en raison de sa contribution a la societe, ses talents, et sa population. Malgre la difference de leurs positions politiques, ils ont declare la souverainete de la Nation contre les privileges injuste et le despotisme.
L’evolution de l’opinion politique s’accelerait hors de tout controle et les pamphlets ont rempli un role important a cette evolution. Les pamphletaires ont utilise les precedents historiques et le principe du droit naturel pour justifier leurs argumentations. Au cours de la confrontation des opinions differentes et souvent contradictoires, le debat evolue de plus en plus radicalement. Par ce debat, la perception politique des Francais de cette epoque etait changee par degre. La revolution s’evoluait ainsi dans leurs esprits.
