The purpose of this study is that we increase a efficiency of the crisis management by deducing the inside operation principle with an extension appearance of the disaster management system. Through this we try to construct the systematic logic of the structure the organization the role in disaster management system what should be facility and operation principle.
There are 4 factors that cumulativity, interaction, uncertainty, complexity in disaster.
We need various level of organizational resources to manage complexity of disaster. The type of such organizations are established organization, enlarged organization, emergency organization, extension organization.
To draw a plan in such context the national disaster management system, we need that the consolidation of the disaster management policy in the dimension of the planning programming, the unified management system which usual disaster, and consolidation officer system of the department network to unusual disaster.
