The purpose of this article is to explore the political activities of Yi Yulgok in the mid-Choson dynasty from a perspective of communication. To achieve this, I concentrated on the Eulsasakhun(乙巳削勳) debate which was deprived from the title of Wisa merits subjects that was given for the result of Eulsasahwa(乙巳士禍) of 1545. This debate, which lasted for seven months in 1570, was launched to re-evaluate the political affairs under the previous reign at the time when the Salim just had taken power. By focusing on the political activities of Yi Yulgok at the Eulsasakhun, I found that the political system of the Choson dynasty performed to effectively create ‘public opinion(公論)’ reflecting the comprehensive communication process between different political forces. However, even though Yi Yulgok successfully led the ‘public opinion’ of his political party at the Eulsasakhun, he could be blamed for his uncompromising attitude toward the issue. He adopted the fundamental and ethical stance to accomplish the political agenda. Consequently this obstructed to create a more generous and receptive political atmosphere of the Chosun dynasty and prevented the active negotiation among the conflicted political groups.
