This paper explores the practice of constructing public opinion in the context of state-building and accelerated commercialization in 1930s China. By analyzing the state-society relations displayed in the process of the formation of public opinion, I have shed new light on the state-society relation in the Nationalist government in the 1930s. I see the privately-owned commercial newspapers published in Shanghai as one of the most significant institutions constituting public realms in which the public opinion is formed. My study of the Shanghai newspapers reveals that the government officials and the publishers and journalists of the news media formed social networks and their relations between the state and the media grew interdependent in the context of the rise of the party-state and the expansion of the commercial newspapers in the 1930s.
Further, this research examined the strategies that Shanghai publishers or elites adopted to construct critical public opinion in the context of the increasing penetration of the state power in the Shanghai newspaper world. As demonstrated in the case of Li bao, Shanghai news media sought to build close networks with government officials in order to guarantee the stability of newspaper enterprises and to gain easer access to accurate news sources in the competitive news market. As a result, I argue that the Shanghai news media could acquire the capacity to expand their autonomy, or prevent intervention from the state, not by seeking independent relations with the state, but by getting connection with the government officials. This explains why the Shanghai news media, constrained as it may, could construct critical public opinion even when the state power was penetrating into the Shanghai new media in the 1930s.
