Based on a review of current studies of news frames and framing effects, this essay provides theoretical means for holding the ‘two horns’ of news framing studies. The two horns refer to the narrative structure of news text and to the narrativity of interpretive frames of news users. On the one hand, news text should be viewed as a construction of three different layers of textual constituents such as expressive elements, narrative structure, and implied values, among which narrative structure plays a key role in producing a coherent representation of an events or issue. One the other, framing effects rely on the narrativity of interpretive frames whereby a set of narratively interrelated concepts in a news interpreter’s knowledge are activated and employed in the construction of situation model as a final state of interpretation. It is the narrativity of interpretive frames that invites a set of activated concepts to be applicable to received concepts of news texts in the process of the construction of a coherent situation model. Implications of the theorization of the two horns for designing empirical studies and making practical considerations regarding framing effects are discussed.
