The SARS and "the 9/11," two major suffering of human beings in only the first four years of the 21st century, should make people in the whole world understand what "security" means in the post-Cold War world era and in the 21st century. Several nations in East Asia, including China, have broadened the definition range of security from almost totally military to a concept which includes non-military threats and means. Nonetheless, the official use of the new definition is still on debate, as the nations in the region fear that the emphasis on human security or human rights could possibly provide reasons for intervention in other states. As we witness from the case of SARS in China, there are domestic defects emanating from the government, such as lack of regulations and institutions, which remain as political and social obstacles hindering good governance and transparency. Therefore, in order to promote human security, increased awareness of people and governments are required. These efforts should include building regional consensus on human security, regional consensus on human security, managing human security crises, enhancing public and environmental safety, and fighting against poverty. In the 21st century, we are increasingly living in a world of "lower politics," a world of people, not a world of state and a country. Therefore, protecting and promoting human security is the idea, task, strategy, policy and responsibility of all the people, government, state and international organization in Asia and the world. Nobody has any reason to ignore and to fail his, her or its responsibility.
