Newly emerging multi-platforms have greatly threatened the locality of cable television. Nation-wide media such as direct satellite broadcasting, DMB, IP TV have made the domestic broadcasting market more competitive. Local feature of cable television, which was the purpose of birth, have been weakening due to Neo liberalism. General evaluation on the local channels are very negative showing low viewing rate from viewers. The cable system operators don't spend much money to produce local programmes. MSO are only interested in increasing media power to compete with commercial multi channel media.
As a result, it was found that current operation of cable television's local programming were poor, producers for production were just a few, financial investment for local programmes were small amount, UCC(User Created Contents) were not activated so far.
This study suggested that various small groups should be allowed to access freely narrowcasting media to achieve democracy. Channel lease would be an idea to utilize cable television as technologies of freedom. Two policies were suggested to implement the idea. Firstly, local channel should be accessed free of charge for mass participation. Therefore, various groups such as politician, boy scout, religious associations, minority and artist groups will use local channel for their own interests, Secondly, small groups might use vacant slot times of local channel by paying. It is expected that they will put to use for education, high culture, religion, hobby, distant conference, e-mail, etc.
