This study explores the origins of the modern politics and the liberal democracy in Korean modern history. The beginning of modem politics and liberal democracy can summarize the conflicts and the political strains between the ancient regime, i.e. the absolutist state and the civil society, which sprang up from the niche of the old feudal or confucian traditional society. The discovery of the individual and the formation of the political and social associations are regarded as the key words of modem politics. This study argues that historical origins lie in Korean democracy; the rising and formation of The Independent, Independent Club and Peoples' Mass Meeting in the late 19th century. These three constituents of primitive Korean democracy match the formation in the public sphere, the first political party, and the political mass movement. The historical birth and the incipient formation process of Korean democracy have been a tremendous influence on the process of making the Korean Constitution after the Second World War, which was rivetted to the democratic republic regime as the irreversible axiom of the modern political constitution.
