ATFM (Air Traffic Flow Management) works to promote safe and orderly air traffic flow in Japan. It coordinates flight conditions when air traffic volume is estimated to exceed operational capacities. The coordination method is mainly departure delay. EDCT (Expected Departure Clearance Time) is assigned to some flights. A Delay allocation priority depends on the FCFS (First Come First Served) spirit.
With the growing demands of air traffic, delays in ATFM are increasing. Airlines desire less delay and smooth coordination of departure delays. In particular, their priority is on trunk lines, for example between Haneda and Osaka, which competes directly with the Shinkansen (high-speed train).
This paper proposes a new delay allocation method. The method defines the maximum delay for a specific route, not simply excluding delay. An ATFM simulator was developed and simulation was carried out based on current traffic volume. The proposed method decreases departure delay for specific flights without increasing total delay. It is clear that effectiveness of this method depends on the rate of non-delayed flights in a traffic pattern.
