The citadel Hwaseong, located in Suwon City, Gyunggi Province, was constructed as a new town with a temporary palace and its administrative facilities including people's residential area in the late 18C of Chosun Dynasty. The citadel construction, schemed by Hwaseong Plan, was initiated by the watershed development prior to other infrastructure building that means, for the planners' at that time, the understanding of the significance of aquatic environment. Thus this paper aims at exploring the historic procedure of the hydro works(HW abbreviated) within Hwaseong construction and drawing out the ecological principles from those works such as river bottom dredging, watercourse change, new stream and reservoir making, river basin planting, etc. The paper adopted the methods of not only a paleographic approach for the interpretation of old documents written in unused Chinese, but also an ecological access to an recomposition of planning principles applied to the HW in the modern environmental planners' view. The results of this research are summarized as follows: The water system realized by the HW is, ① to perform such a multi-function as flood prevention, water pollution processing, bio-habitation, micro-climate control, and eco-network, ② to devise the natural water processing by the 2-step ponds, ③ to provide the drinking and agricultural water, and the water-friendly activities as well, ④ to set an water space the center of open space in town, and ⑤ to differentiate the role of 7 reservoirs' and 2 drains specific to the individual characteristics.
