This essay surveys the long journey from secret culture as a common habitus in the most traditional societies to archival culture as a result of modern democratization. In doing this, it is groping solutions for two dilemmas that Korean archival reformation faces today. The first is regrading the ancient model for the reformation. Especially, ancient archives represented by Chosun wangjo sillok (Annals of the Chosun Dynasty) have been regraded as good exemplars among Korean archivists and record managers. However, this kind of retrospective modelling tends to forget the fact that such ancient archives were products of the secret culture within which a small number of literate elite intentionally cut off important information from other large number of illiterate people. In this reason, I emphasize that it is necessary to venture to break away the aura of the ancient archives and to put the principle of open archive management in that place.
The second dilemma is closely related to 'good governance.' Korean Government faces a serious problem resulted from the contradiction between 'the record management innovation from the above' and 'the increasing users from the below'. This essays tries to demonstrate that the first step for good governance should be the searching for post-secretism by which I mean positive 'freedom of information' and records/archives management 'of the people, for the people, and often by the people' as declared by Terry Cook. In terms of governance, it has been already out-of-dated that the bureaucratic Government singlehandedly initiates the innovation. It demands to be backed up and supported by all sorts of stakeholders who share the same information with Government. It is records/archives management to make this possible.
