Through its more than two thousand-year long history, Japan has closely linked with neighboring countries. After the collapse of USSR and in the changing international circumstances, Japan have sought a key role, such as permanent membership as USA, Russia, China, United Kingdom and France in the United Nations Security Council(UNSC). Many Japanese think that Japan has devoted greatly to international peace and security, and demonstrated enormously to promote international cooperation. if Japan will get the permanent membership in the UNSC after the approval of the General Assembly and the UNSC, there will be able to some option for the stability and prosperity for East Asia and the world. First, Japan will be able to contribute to the peace, security of the world. Japan's military and political power will be able to be transformed to maintain regional and global stability. Second, Japan's economic presence in East Asia has been an inevitable option for the development and prosperity of the region. With the help of neighboring countries, notably Korea and China, Japan and East Asia will achieve Asian Economic Community(AEC). Third, in the age of culture and globalization, Japan will be combined and integrated to sub-cultural identity under global culture. According to the cultural integration theory, under high level of global, multidimensional organization, such as UN, low level of regional, functional organizations, such as, Asian Coal and Steel Community(ACSC), Asian Monetary Fund(AMF), will be constructed in the future.
