Unlike Western countries, Korea is lacking the presence of significant ethnic communities which are interacting with the mainstream communities, that is the pre-condition of multiculturalism. Nevertheless, Korean multicultural discourse has achieved an enormous success, thanks to the social climate favorable to the minorities and enthusiastic for the cultural phenomena. Recently, as the heat for the immigrants attenuates, the tolerance and wariness in the practice, the pluralism and assimilationism in the discourse seem co-exist.
This paper examines the segmented aspect of Korean immigration discourse as one of the causes of the conflictual or schizophrenic attitude of Korean society. The debates on immigration produced by government, university, media, and social movements are segmented in the dual sense. One is the segmentation within the discourse of immigration, and the other is that with other social debates and the debate on immigration in general. The inner segmentation appears in the form of the differential approach according to typology and nationality, and also in that of the “divide and rule strategy”. The resulting characteristics of these are the differential treatment between the foreign immigrant workers and the marriage migrant women, the indifference to the male immigrants married to Korean woman, etc.
The immigration discourse is also detached from other social debates. For example, the ultra-conservative debates on marriage migrant women are separated from the current liberal arguments on women and family. As well, the virulent critique of nationalism has not been applied to the question of Koreans abroad. The same goes for the relation with the immigration studies. On the one hand, neither the question of brain drain, nor that of the human trafficking have not been seriously approached. On the other hand, the universal concepts such as “immigration” and “integration” have not been yet fully accepted in Korean immigration discourse which has been dominated by the term “multicultural”.
