Public Enterprises in Korea are prevalent in utilities and network industries whose performance is of great importance to Korean economy. Consequently, the governance of public enterprises will be critical to ensure their positive contribution to country's overall efficiency and competitiveness.
OECD experience has also shown that good corporate governance of State-Owned Enterprises is an important prerequisite for economically success, A number of non-OECD countries also have a significant state-owned sector, which in some cases is even a dominant feature of the economy. These countries are in many cases reforming the ways in which they organize and manage their state-owned enterprises and have sought to share their experiences with OECD countries in order to support reforms at national level.
This paper, in this context, would review the innovation experience of the public governance of public enterprise. It is focused on the changing of the corporate governance system rather than full-scale privatizations of them, since there have been more changes in the former system rather than in the latter privatizations of Korean public enterprises. Compared with most other developed nations which have made efforts to the latter ownership transformation such as privatization, this Korea experience is very unique phenomenon. So this paper would be largely informative.
Korean newly reformed corporate governance of public enterprises will be widely disseminated and actively used in many countries.
