Implementation of the Wonhwa system is closely related to the regency of Lady Jiso. On behalf of King Beopheung on his waning years, King Ipjong Galmun died after one year of acting on behalf of the previous king, Lady Jiso practically was in control of power. Lady Jiso was represented the kingship until King Beopheung died and she was in regency on behalf of King Jinheung.
At that time, the power of Lady Jiso as the queen had to with the right to the religious service. Wonhwa system had the characteristics of a woman official to assist the women priest and it was likely to take the role of private political organization of Lady Jiso who was in need of securing broad human relationships needed to act on the political arena. However, even if the traditional background of Lady Jiso was able to manipulate in politics, the shamanism ideology was not enough to rule Silla. Consequently, the time of regency by Lady Jiso could be considered as the final stage of shamanistic ceremonial sphere.
Wonhwa that was the foundation for Lady Jiso was the cause of conflict between Lady Jiso and the noble class of the time. After the abolition of the Wonhwa system, the change to the National Selection System for Hwarang was the byproduct of compromise between the kingship and the controlling class. Consequently, securing of human foundation through Hwarang was organized as the private foundation of noble class; however, looking into the principle or systematic view, they also had the role of political foundation for the king.
