The use of domain name data base and its legal protection had an importance extending far beyond their subject matter. It concerned the capacity of law-making institutions in information societies to respond to large and complex developments of global technology. The web of connections that constitute today's global information system raises the possibility of electronic theft, fraud and sabotage, and that, of course, is highly unnerving to both service providers and users. Since the 1990s acts on information security and domain data base, we have moved increasingly to a recognition of the close inter-relationship between an open economy and the rule of law. A right to encrypt data protection effectively; a right to fair treatment in domain name so that no person is unfairly excluded in a way that would prejudice that person's ability to protect their privacy. But there has been criticism of the lack of effective accountability of domain name, data base use and protection. It will also demand that they go forward with a social and legal regime that upholds and protects the domain name data base protection and data security. This paper gives some practical guidelines on domain name data base security in Korea.
