Organization theory in the field of public administration has been experiencing a theoretical conflation in that the field has been utilizing a set of theoretical concepts such as public goods, public services and public choice which have been developed by economists. While this change can be regarded as a necessary step for theoretical development of modern public administration, it also urges us to put it under a careful examination as long as this type of conflation inevitably requires philosophical transformation in the semantics of classic organization theory. The research note constructs a frame for the debate on this issue by reconsidering the meaning of constitutional organization of public power in the study of administration. It includes a comparison of organizational efficiency and market-type solution, a constitutional organization of public power referring to American case, and a method for observation of theoretical conflation. Lastly, it comments on Woodrow Wilson's critical observation on constitutionalism and its effect on the development of public administration.
