This study analyzes the two central administrative organizations for physical education in korea, the Ministry of Culture and Tourism in the South and The Sports and Physical Culture Guidance Committee of the DPRK in the North, both of which plan and execute physical education policies. The study will enable us to understand our weaknesses and provide us with an opportunity to improve them, preparing us for the reunification.
Despite the government's several administrative reforms in North Korea, The Sports and Physical Culture Guidance Committee of the DPRK has continued to exist. On the contrary, in the case of South Korea the status and role of the central administrative organization for physical education was reduced whenever a new political power ran the government. Therefore, we must understand why North Korea considers important its central administrative organization for physical education. Furthermore, in order to have our administrative system for physical education actively meet the increasing demand for national sports activities, in order to rigorously respond to the present-day tendencies of promoting national welfare and health, and in order to maintain a higher position in sports competitions with North Korea, an administrative sector taking exclusive charge of physical education policies must be established in the central administrative system. The following is some proposals made on the basis of this study.
First, the head of state and his staff's understanding of physical education should be reconsidered.
Second, this study is a preliminary one, and therefore a more academic research which investigates the actual state in both the South and the North is necessary in the future, which will enable us to continue attaining superiority in sports competitions.
Third, since South Korea and North Korea are in heterogeneous systems, a direct comparison of the two administrative organizational systems may lack objectivity. Thus, in order to overcome such a limitation, future studies must take a growing interest in creating a framework to achieve objectivity in the comparative analysis.
