Chile made a drastic change from the debt-ridden pay-as-you-go system to the new system. The new system is characterized by the individualized account system and the privatization of the national pension system. This change has brought about the fiscally sound national pension system. This has sparked much debate on the privatization of the national pension system in many countries. Advantages of the new system seem to outweigh shortcomings due to institutional constraints. First of all, the new system has reduced strategic manipulation and evasion to a great extent by providing a direct link between contribution and benefit. As a result the whole system has become more simple and transparent. In addition the competition among private firms for pension money has produced better profits and thereby better benefits. Lastly, the new system has contributed to the accumulation of the vast capital and the increased efficiency of the capital market. The Korean pension system can be classified as a pay-as-you-go-system since the accumulated money is not enough to cover the current expenses. Regarding the Korean national pension system many problems are pointed out, among which are inefficient management of pension money, the lack of transparency, the ever-present danger of politicization and the fiscal exhaustion in the near future. In this situation we need to discuss the issue whether these problems are merely a result of mismanagement or systematic failure. For this discussion the Chilean case seems to have a lot of implications.
