Investigating the history of Cheonggyecheon, it seems that its covering with reinforced concrete is the product of urbanization and industrialization during three decades from 1960s to 1980s. Therefore its restoration will revive the original form and have a symbolic meaning of changing the paradigms of development-oriented urban policies which have been carried out from the dilemma's perspective between environments and growths. This paper studies the environmental policy implications of the arguments over the restoration of Cheonggyencheon in Seoul. To achieve this goal, it examines three theoretical perspectives concerning environmental policies. Also, it presents the meanings and orientations of its restoration from the environmental management paradigm. Furthermore, it inspects the implications of the some issues related to the meanings of the restoration - ecological networks, ecological rehabilitations, historical and cultural peculiarities, costs and benefits, securing the safety, and adjusting inequalities between regions - from the above theoretical frameworks. Finally, it presents the strategies and prospects for "green" cities to achieve ecological rehabilitations.
