The relevancy of Tullock's classical rent-seeking model was reviewed based on four points. Tullock's model(1967) assumed the gift of 'monopoly' as the prize. Posner's model(1975) assumed 'subsidy' as the prize. But in case the rent seeking is targeting on both monopoly and subsidy, the social waste of the rent-seeking is more than Tullock's model expected. Tullock's model under-estimates the social welfare of rent seeking cost in this case. When winner obtains the monopoly right according to rent seeking activity, so-called X-inefficiency frequently happens. Then, two sources of waste are working on : rent-seeking and X-inefficiency. It being the case, social waste of welfare is more than the case where it doesn't accompany X-inefficiency. Even though total waste is more than by the rent seeking cost only, it is less than simple sum of two. Tullock's model did not know that rent-seeking expenditure can be restricted somewhat by the X-inefficiency. The model over-estimated the size of rent-seeking expenditure in monopoly. Tullock's model assumed the competitive market state(first-best theory) and partial equilibrium analysis. In the light of real world its relevancy, however, is obscure. When reviewed under second-best theory and general partial equilibrium analysis(Bhagwati,1982), Tullock's model over-estimated social welfare loss by rent-seeking expenditure. When 'the second market', which Tullock's model ignored, is considered in addition to first market, the overall welfare loss seems to be less than what Tullock anticipated. His model over-estimated the size of welfare loss by rent seeking cost.
